With increasing inadequacies for governments and agencies to provide desired development to the people, particularly the poor and marginalized, participatory approaches have been advocated for and considered suitable vehicles for pro-poor development and poverty reduction. A participatory approach has also been successfully used in Zimbabwe, where a community-based mental health intervention, proposed by community stakeholders, resulted in an improvement in symptoms [Citation 11]. Despite these initiatives and wide acceptance of community involvement, some challenges to successful implementation have been reported.When participation is used within agency frameworks, it becomes a tool to justify certain outcomes in bottom-up approaches.
